CONSTITUTIO= N AND BY-LAWS OF
BAYSIDE BAS= KETBALL OFFICIALS ASSOCIATION
ARTICLE I:<= span style=3D'mso-spacerun:yes'> Name
Section 1 &n= bsp; The Name of this Association will be The Bayside Officials Association, Inc./IA= ABO Board #157. (Amended 11/97)
ARTICLE II: Purposes
Section 1 &n= bsp; The objectives of the BBOA are:
A.&n= bsp; To officiate basketball games on the junior high, senior high, and college levels on the Eastern Shore of Maryland and the two counties of the Eastern Shore of Virginia.
B.&n= bsp; To provide trained and capable officials who will maintain the highest professional standards of officiating.
C.&n= bsp; To encourage good sportsmanship and fair play.
D.&n= bsp; To keep in close contact with coaches, administrato= rs of the educational institutions for whom we officiate at all times, enablin= g us to have a close relationship.
ARTICLE III: Membership
Section 1 &= nbsp; Who may join: Any applicant may be accepted as a member provided he meets all of the requirements set by the general membership.
Section 2 &= nbsp; Requirements for membership “in good standing”:
A.&n= bsp; Annual Dues must be paid prior to May 1. A $5.00 per month additional fee w= ill be assessed for late payment. (i= .e., Dues paid June 3 would be plus $10.)
B.&n= bsp; Payment for assignment fees must be paid within 30 = days after final bill is presented by the assignor. Any amount owed the assignor after= that date will be assessed at 20% of due amount per month until paid.
Section 3 &= nbsp; Transfer Members:
A.&n= bsp; Must present a letter from previous association sta= ting information concerning length of service, types of games, etc. (i.e., varsi= ty, JV, etc.)
B.&n= bsp; Must present character reference from previous association.
C.&n= bsp; Must present classification, if previous board had a rating system.
D.&n= bsp; Transfer members will be approved by the executive board upon receipt of above information.
Section 4 &= nbsp; Inactive Members:
A.&n= bsp; Will be charged a $5.00 annual fee.
B.&n= bsp; Those who wish to return to active membership may d= o so after paying the difference in dues between active and inactive membership.=
C.&n= bsp; Those in good standing may vote and hold office.
D.&n= bsp; The executive board may assign duties to the inacti= ve members.
ARTICLE IV: Officers & Duties
Section 1 Elect= ion of officers, terms of office.
A.&n= bsp; All officers must be members in good standing.
B.&n= bsp; Will be elected for a two-year term by a plurality vote. Election will be held every two years at the last regular general membership meeting of the year.
C.&n= bsp; Any elected position which becomes vacant before the completion of his term shall be filled by presidential appointment until the time for regular election.
Section 2 The Executive Board:
A.&n= bsp; The executive board will consist of a president, vice-president, secretary, treasurer, assignor, interpreter, two at-large b= oard members, and the immediate past president.
B.&n= bsp; Duties:
1.&n= bsp; The executive board shall be the governing body of BBOA. They shall conduct all business for the good of the association and w= ill be the sole representative who has the authority to contact any of the institutions being served by the association.
2.&n= bsp; It shall have the responsibility to maintain the highest professional relationship with the schools and colleges being serve= d by the association.
3.&n= bsp; Its responsibility shall also include assisting any member who seeks an audience with the executive board.
4.&n= bsp; Executive board members may receive a yearly stipen= d to be determined by a majority vote of the membership present at the time the = vote is taken, (except for the Assignor) the executive board will recommend to t= he general membership who will receive the stipend and amount. Section 3 President
A.&n= bsp; The president shall call the meeting to order and s= hall preside at all meetings.
B.&n= bsp; Shall call special meetings at his discretion, if a= fter consulting with other elected officers he is convinced the need is sufficie= ntly urgent.
C.&n= bsp; Shall appoint all committees not otherwise provided for.
D.&n= bsp; Shall see that the association’s rules are enforced.
E.&n= bsp; Shall carry out assignments and instructions given = to him by the executive board.
F.&n= bsp; Shall perform other such duties as customarily pert= ains to the office of the president.
Section 4 Vice President
A.&n= bsp; Shall be an aide to the president and in case of the president’s absence, shall assume and perform the duties of the president.
Section 5 Secretary
A.&n= bsp; Shall keep a record of proceedings of all meetings.=
B.&n= bsp; Shall issue notices of meetings and agenda after consulting with the president.
C.&n= bsp; Shall conduct the correspondence of the association= .
Section 6 Treasurer
A.&n= bsp; Shall collect all fees and dues.
B.&n= bsp; Shall render a financial statement each month or wh= en required.
Section 7 Assignor
A.&n= bsp; Shall assign all games to officials.
B.&n= bsp; Shall send bills for payment to officials.
C.&n= bsp; Shall acquire all schedules and shall correspond wi= th school officials concerning schedules when necessary.
D.&n= bsp; Shall handle any problems that arise between school= s, coaches, and officials.
E.&n= bsp; Assignor’s fee shall be recommended by the executive board and approved by general membership.
Section 8 Interpreter
A.&n= bsp; Shall discuss all existing and new rules with officials.
B.&n= bsp; Shall train all new officials and assist existing officials with any problems.
C.&n= bsp; His interpretation of any questionable rules will be final, and all officials will follow his interpretations and recommendation= s.
Section 9 At-large executive board members
A.&n= bsp; Shall perform any duties the executive board reques= ts.
ARTICLE V:= Meetings & Attendance

meetings will be held on dates fixed by the executive board. At least four
regular meetings will be held prior to and during each basketball season.=

A member must attend 2/3 of called membership meeti=

A written excuse must be sent to the secretary who,=
by
his own discretion, will excuse or not excuse that member. (i.e., illness,

Failure to attend 2/3 of the meetings will result in
the name of the member being forwarded to the executive board who may assess
the individual no more than a $15 fine. Sect=

3 Yearly
tests and clinics must be attended by all members. Any clinic approved by t=
he
State of Sect=
ion
4 Any
twenty members may, by signed petition, instruct the president to call a
meeting provided the reason for their request is included in the petition.<=

ARTICLE VI: Parliamentary Rule Sect=
ion
1 Roberts’
Rules of Order will serve as a parliamentary guide for this association. Sect=
ion
2 Any
change in the by-laws must be presented to the secretary in writing signed =
by
two or more members, to be read at the next general membership meeting, and
voted on at the following general membership meeting. Sect=
ion
3 Thirty-five
percent of the members in good standing shall constitute a quorum at any
general membership meeting. Sect=
ion
4 Fifty
percent of the members of the executive board shall be in attendance to
constitute a quorum at any executive board meeting. ARTICLE VII: Uniforms Sect=
ion
1 Proper
uniform will be recommended by the executive board for general membership
approval. Following adoption, no variance will be permitted.
